Online application system for offshore support vessel

Since 01 Jan 2014, Offshore Support Vessels approved by MPA are eligible to enjoy Category 4 port dues rates. To be considered for approval, an Offshore Support Vessel (OSV) must meet any one of the following criteria:
a) has a Mobile Offshore Drilling Unit (MODU) Safety Certificate; or
b) has an OSV certification; or
c) has a Special Purpose Ship (SPS) Safety Certificate; or
d) has an OSV Notation or an OSV Notation by Class on the Certificate of Classification acceptable to MPA; or
e) has been hired to provide offshore support services for a minimum period of 4 months.

An OSV that is approved by MPA will enjoy Category 4 port dues rates for the duration of her stay at the MPA-specified offshore marine facilities or anchorages, subject to availability of the anchorage space provided that the OSV:
a) does not carry out any cargo operations during its stay at such location; and
b) makes a declaration of Purpose Code 7 (Offshore Support Vessel without Cargo Operations) in MPA’s General Declaration Form.

From 15 March 2022, MPA has introduced an online application system to replace the current manual application process via email. Applicants are required to apply online via the digitalPORT@SG.
